a while back i made a offer on a pc card and the seller refused my offer, so this morning i get a message for the seller who refused my offer saying that i could now have the item for %%% but i would have to send the payment as a gift.

if something was to go wrong and the item do not show up will i still be covered through pay pal? and is this a safe way to send money for something.

not covered at all, I'd suggest sending enough extra $ to cover the paypal fees as a regular payment if he's worried about losing a few cents. If he's not in Canada you'll end up paying the fees anyway.

Be careful. Paypal will ALWAYS protect you when buying through eBay. Buying outside eBay is a whole different story. For sure you're screwed if you send as a gift. However, even if you pay regularly, it is VERY difficult to get Paypal to work with you on personal purchases. I've had issues and I've spoken to others who have told me the same. Just an FYI

Tack on the extra bit to cover the fees and pay with your credit card (assuming you have one) to give yourself double protection. Paypal doesn't always resolve off eBay claims, but your credit card company probably will.

Sounds to me like he can't get his asking price. Be forceful and tell him to shove his "gift" option and that you will buy it for the offered price legitimately

PayPal fees are not much at all, offer an extra dollar or two to cover them, but don't send it as a gift, it's impossible to get your money back.
