Question regarding Ebay and HI feedback

I have a quick question that maybe another member or mod can answer for me. For example, if I buy a card off of eBay and find out that the seller is an HI member, we leave feedback on HI for eachother as well?

I'd imagine that you cannot without a transaction thread but I still would think creating a transaction thread for a deal that didn't take place on HI wouldn't exactly be encouraged.
