For the yearly lists, do they go from bottom to top based on which cards hit the market first?

Also, shouldn’t a set like Pro Set also have a Series 1 and Series 2, like Upper Deck? In fact, I remember multiple brands from the 90s had Series 1 and 2. Parkhurst was another one.
