So are they RCs? -- HDIC cards

Really tough one here in my opinion. They meet most of the normal qualifications:

-- randomly inserted into packs
-- distributed through hobby and retail streams
-- not a set devoted to rookies
-- licensed by the NHL and the PA

They aren't really premiums since you don't have to buy anything to get them...

I say yes. They meet all criteria, no reason they shouldn't count.

The only argument would be if you argued that they are premiums, or if there was a new rule brought in which specified that a set had to be a certain size for the cards within to qualify.

Stamkos is the only one i can think of

It's five of the league's better rookies... (well, Gillies?) ... but if Stamkos is the only one you can think of, you should turn on the TV now and then and watch some hockey.

I won't re-open the Stajan/Sejna argument again, but suffice to say, a lot of people disagreed with those Crosby cards being considered RCs. As it is, it's just two letters of printing in a magazine most of us won't even use for fireplace kindling.

Ultimately, it boils down as follows. First, this is not a comprehensive NHL set -- it's 15 cards. Second, it's a promotional item that is not issued throughout the traditional North American card market. These cards are not RCs.

(That said, I'm looking to pick up Stamkos and Brassard in case anyone's watching!)

technically speaking, they had an SRP of $0 and were available to the masses through the normal streams.

As for availability to Americans, I'm not buying into that either, since several sets have had one-market orientation, such as UD French back in the day, or more recently OPC/Topps in the early-mid 00's. The cards will get across the border in both sealed and single card formats en masse.

Really there is no one authority on what is a RC or not. It is pretty much subjective. If it makes you feel better that you have a RC then it's a RC. If you are too proud to own a free RC, then it isn't! Not sure why the huge debate over it or any other RC designation for that matter.
