Some set help ( info and possibly BV)

Thank you in advance if anyone can help me.
I recently saw and traded for this set.
I'm not sure if it is 02/03 or 03/04 . all cards are #'s 170 of 1500. I do kknow it was a redemption/mail -in offer.
any ideas to BV and what promotion they came from ( or if it was a wrapper redemption or actual pack pulled redemption set)?

My guess is they were a promo set given away at the Pre-game festivities on All-Star weekend.
