I don't think Puljujarvi wil get a /99 because he didn't play enough and didn't do enough when he did. And as for Werenski, while as a player he deserves it, being a d-man in Columbus I think precludes him from the honor.
I think Matthews, Laine, Nylander, Marner and Tkachuk are for sure.
I include Mantha because he's a Red Wing. Although I could see that spot going to Vesey too as another O6 team player.
Will UD give three Leafs an ARP /99? Not sure for sure but if they do I think it's justified.
