I'm not sure anything can really be done. The league can't force Nylander to play for Edmonton since he didn't sign a formal contract. Also, the league can't penalize the Caps since there wasn't a signed player contract in place with Edmonton... and Nylander was an UFA, so the Caps didn't need any approval to court the player in the first place. I think the only thing the NHL can do is suspend Nylander's agent from representing NHL players... using the "written confirmation" as evidence of the agent's poor representation practices.

This makes it sound more like the Oiler's signing was a done deal, subsequently reneged on by signing with the Caps.

I suspect the agent will end up suspended, and depending on what Nylander says this could get very, very messy.

Like it was mentioned in an earlier post, there was no signing of a contract, just that "Mr. Gillis confirmed same to the Oilers in writing." It says that the "Oilers were expecting the returned signed agreements from Mr. Nylander and Mr. Gillis" but doesn't say if they ever arrived. I guess they didn't, so who knows if they were ever signed. Gillis could have torn them up after talking to the Caps over his cell phone.

Caps aren't in trouble, but Gillis is - for playing both sides probably. IMHO

Ridiculous... probably went to the Caps with a "beat this offer" mentality... they better suspend him over this, that's for darn sure.
