Who is the goalie on the card?

I recently came across some cards of other players, but with goalies in the back ground. I have been able to identify some of them already, however this one still puzzles me.

My thoughts are
Dave Reece (He played in 14 games in 1975-76 & this was his only year in the NHL)
Or
Jim Pettie (Who played in 1 game in 1976-77 with playing no games in 75-76)

Any thoughts of who you think this goalie is on the card?

Of the 14 games Reece played in 1975-76, 2 were in Washington.

Doesn't look like Pettie ever faced Washington. If these are the only two options, then unless this is an exhibition game I'd say Reece.

Thanks for the help on this. It would have been great had OPC. Been able to get a card of his for the 76-77 set.
At least he has 1 card..
